On July 19 President of Belarus Alexander Lukashenko held a working meeting with the State Secretary of the Security Council of the Republic of Belarus, Leonid Maltsev.
The Head of State was informed on the completion of the work on the development of a new version of the National Security Concept of the Republic of Belarus. The new document is a logical continuation of the Concept that is currently in effect, but it also takes into account the new realities and specific nature of the present situation in the republic and around it.
The effective Concept defines national security as the state of security of the individual, the society and the state, whereas the new version of the Concept expands this notion and defines national security as the state of security of national interests. And national interests are defined as the harmony between the interests of the individual, the society and the state, i.e. in the new version there appears not only the understanding of security but also the understanding of the harmonious development and consideration for these interests.
In addition, the new Concept provides for three levels of danger: risk, challenge and threat. As a whole, the new document gives a more system-based definition of the activities of government agencies, public organisations and citizens aimed at ensuring the security of the state. The new draft of the National Security Concept will be forwarded to the members of the Council of the Republic for their consideration, after which it will be presented to the Security Council. The newly Concept is thus expected to be adopted in late August – early September this year.
