On Introducing Amendments and Additions to Ordinance No 7 of the President of the Republic of Belarus of 5 March 2002

This document delimits and redistributes the powers between the National Academy of Sciences of Belarus (NASB) and the State Committee for Science and Technologies (SCST).

NASB has been entrusted to the carrying out and coordination of all scientific research (with the exception of scientific and technical programmes), regardless of the departmental affiliation of the performers of research; its other function is to perform national scientific inquiries. These functions have been entrusted to the Presidium of the Academy of Sciences. The Presidium will also perform the functions of the interagency council for coordination of fundamental and applied research. Attached to the Academy of Sciences, the council used to function on a voluntary basis.

The main function of the SCST is to carry out the national innovation policy. The committee will monitor international production trends, analyse them and provide meaningful recommendations to stimulate improvements in the domestic innovation infrastructure and development of high-tech production initiatives.

The committee’s other function is to oversee the execution of research programmes and the implementation of the results of scientific research in production.

The adoption of this ordinance will help optimise the administration of national research and science as a whole through the clear distribution of authority and responsibilities between NASB and the SCST.
