On 3 February, Sochi is scheduled to play host to a bilateral informal meeting and conversation between the presidents of Belarus and Russia. “It is very good that in our time we established close contacts between the controlling agencies of our countries,” said the Head of State.
Alexander Lukashenko said that good relations between the State Control Committee and the Audit Chamber allowed both agencies to use each other’s experience and monitor the trade turnover and economic cooperation between Belarus and Russia.
“Russia is our priority market,” the President said. “Of course, we are facing the fact that not everything is done on the market as honestly as we would like it to be. Therefore, it is very important that the SCC and the Audit Chamber should work together to reveal any acts of corruption and legal violations,” added the President.
For his part, Sergei Stepashin informed the President that the controlling agencies of Belarus and Russia had agreed to monitor, on an ongoing basis, the implementation of all programmes financed from the Belarus-Russian Union State budget in 2008. “The Union State has no audit chamber of its own. Therefore two years ago we undertook to control the budget performance and brought things to good order there,” Sergei Stepashin said. “Now the budget is adopted without delays. What is more, it is absolutely transparent ,” he added .
The State Control Committee of Belarus and the Audit Chamber of Russia plan to expand their cooperation in exchanging experience, information materials and methods of financial monitoring; to provide expert assistance for setting up information systems; to hold joint and parallel monitoring activities in order to prevent law violations in both countries.
The legal framework for the cooperation between the two agencies, the Agreement on Cooperation, was signed on 21 December 2001 in Moscow. |
