On regulating the work of vehicle stands and vehicle parking lots

With a view to improving the work of vehicle stands and vehicle parking lots, protecting the interests of citizens:

1. To determine that

1.1. For the purposes of this Decree:

the vehicle stand is understood to be a halting place of vehicles - a specially equipped, one- or multilevel engineering facility (parking), intended for keeping the vehicles and arranged in accordance with the Road Traffic Regulations approved by Decree of the President of the Republic of Belarus No 551 of November 28, 2005 “ On Measures for Enhancing Road Traffic Safety” (the National Register of Legal Acts of the Republic of Belarus, No 189, 1/6961, 2005) (hereinafter referred to as “road traffic regulations”) and in accordance with the rules of organization (construction), operation of vehicle stands and vehicle parking lots and usage of them as approved by the Council of Ministers of the Republic of Belarus;

the vehicle parking lot is understood to be a standing place of vehicles which is a portion of the traffic part of an automobile road, street and road of a population centre and an adjacent area arranged in accordance with the Road Traffic Regulations and in accordance with the rules of organization (construction), operation of vehicle stands and vehicle parking lots and usage of them as approved by the Council of Ministers of the Republic of Belarus;

1.2. payments shall be levied in vehicle stands only for rendering services for the keeping of vehicles, according to the procedure established by the legislation in force and a civil legal contract;

1.3 in vehicle parking lots, only local tax shall be levied from the users for the parking (standing) of vehicles in specially equipped places (hereafter referred to as “local tax”)…
