In 1996, in pursuance of the Decrees by the Head of State, the following special funds were established in the Republic of Belarus: the Special Fund of President of the Republic of Belarus for the social support of gifted students and pupils and the Special Fund of the President of the Republic of Belarus for support of the talented youth.

The Special Funds of the President of the Republic of Belarus have been set up to help create favourable conditions for developing talents, support them and apply them throughout the life. More than 10 thousand persons have been granted prizes, scholarships, and financial aid from the Fund for the social support of gifted students and pupils. 1.5 thousand young talents have obtained help from the Fund for support of the talented youth. The efforts and allocations contributed by the State have yielded worthy results.
