Decree No. 346 of 9 August 2011

On Introducing Amendments and Additions to Some Decrees of the President of the Republic of Belarus

The purpose of this document is to optimize the registration of citizens on the housing improvement list.

Under the Decree, the living space standard for one person is reduced to 10 sq m. If there is less housing space available, then such a person is entitled to being recognized as in need of better housing, or, in official words, being registered as a person entitled to better housing conditions. People coming to Minsk from other places will now have to live in Minsk a minimum of 10 years before they will be able to apply for inclusion on that list.

However, when calculating the number of square meters of living space available for one person, not only this person’s own housing will be taken into account, but an aggregate of the square meters of living space belonging to this person’s family members living with him in Minsk or Minsk Region.

This Decree will thus make it possible to create a transparent legal mechanism for meeting citizens’ housing needs.

Please see the Russian version of this site for the full text of the Decree.
